Welcome to the BCA s Criminal Justice Training & Education (CJTE) Course Catalog The Bureau of Criminal Apprehension is committed to providing high quality, cost effective training to Minnesota s Criminal Justice Community. It is our priority to bring to you the most current topics and programs in the criminal justice field. We are excited to offer a new Investigative Certificate Program this year which will offer a wide range of courses to train officers and investigators on general investigations and more specific areas based on their area of work. You will also find in this year s course offerings, national instructors and programs being brought to Minnesota. This is in addition to the courses taught by experts from the BCA and our broad training network of criminal justice professionals. In addition to the programs we offer throughout the state, we are expanding our Distance Learning Program that will bring online training directly to your agencies. This will help leverage and stretch your training budget dollars to stay on the cutting edge. We also offer scholarships for some courses and conferences to further remove any barriers to keeping our criminal justice professionals well trained. We encourage agencies to let us know of any recommendations to adjust our courses, programs or conferences or to bring timely topics to Minnesota. DRESS CODE POLICY: Business casual dress is recommended, unless otherwise instructed. T-shirts, shorts, ripped jeans or caps are not appropriate. WEAPONS POLICY: Officers in uniform may carry exposed weapons. If in plain clothes and your weapon is exposed, a badge or identification must be visible. DISCRIMINATION POLICY: The BCA endeavors to provide training in an environment free of discrimination or prejudice. Acts or comments of discrimination or prejudice by faculty members, staff persons or students will not be tolerated. Complaints of inappropriate behavior based on race, gender, creed, age, color, religion, national origin, or marital status may be communicated in any form to any representative of the BCA. All complaints received will be handled in accordance with DPS Policy #1502. Any questions about this policy can be directed to the Director of Criminal Justice Training and Education. SPECIAL NEEDS POLICY: If you have special requirements while attending CJTE training, i.e.. food allergies, please let us know as far in advance of your class as possible. Allergy information will be recorded in your profile for future reference. ATTENDANCE POLICY: Participants are required to attend the full training program. The agency of a no-show participant or a participant who fails to attend the full program without prior approval of absence will be billed for the course. If the course is free, a $25 non-cancel fee will be charged. View Online Course Policy for online trainings. CANCELLATION POLICY: Cancellations must be received two (2) full business days prior to the start date. Individuals who fail to do so will be billed the full course amount. If the course is free, a $25 non-cancel fee will be charged. Cancellations can be made through the individuals online CJTE account (access the Current Schedule link after login). To transfer a registration to another individual, you must contact the CJTE office prior to start date (the replacement must have a registration on file to qualify). View Online Course Policy for online trainings. ONLINE COURSE POLICY: Participants are required to view the full training program. Submission of test results and/or survey verifies the participant has viewed all the required online materials. Each course registration covers the accreditation of one individual only. Due to the flexibility of online courses, participants assume the responsibility to complete the course on their own schedule. Full course fee will be charged regardless if participant completes or passes course BCA Training Registrations To register for CJTE training, simply visit our website, choose the training(s) you wish to register for, and submit! Please note all submitted registrations are pending until approved by CJTE staff. Once approved, an confirmation will be ed to the student (this process can take up to two business days). As part of the registration process, students will create a CJTE Online Account. This account stays with the student, so regardless of any agency changes, the students past trainings will stay in their account for reference. https://cjte.x.state.mn.us REGISTER FOR TRAININGS AND CONFERENCES BCA COURSE CATALOG FAQ S POLICIES ACCESS STUDENT ACCOUNT DIRECTIONS CERTIFICATE PROGRAMS REGISTRATIONS Course registrations must be made from the students account who will be attending the training. If you are a supervisor or agency training coordinator who completes registration's on behalf of your personnel, contact us for assistance with account information for students from your agency. The BCA does not hold seats for any of our trainings or conferences. Registrations are first come, first served. Once a course fills, remaining registrations will be placed on a wait list. Those on the waitlist will be contacted should an opening occur (we can not guarantee when or if openings will occur). PAYMENT During the registration process you can choose to pay by credit card, or receive an invoice: INVOICES are sent after the training has completed (online class invoices are sent once registration has been approved). Invoices are created per student, and not by agency. Agencies may combine invoice payments onto one check for submission. CREDIT CARD payments can be made at the time of registration, or phoned in at anytime. The BCA does not store credit card information, so your payment is secure. Receipts are available upon request. If you would like to make one credit card payment for multiple student registrations (or would like to pay an invoice by credit card after the registration process has completed), register the student selecting the pay by invoice option. Once you have entered all student registrations, call us to process your payment over the phone. You may also your request with the names of the students (or invoice number) and we will contact you for payment. Please note refunds and/or credit notes can not be issued to students who do not follow the cancellation and attendance policies. STUDENT ONLINE ACCOUNTS As part of the registration process, each individual will create their own CJTE online account. This BCA Training Registrations account allows individuals to register for additional classes with a simple login. Students will also be able to do the following from their accounts: COURSE MATERIALS The BCA is no longer providing printed handouts for trainings (some exceptions do View approved course registrations Cancel upcoming registrations Print certificates and transcripts Access online courses Access course materials Update contact/billing information apply). Depending on the training, course materials may be available prior to start of class (under the Current Schedule link). Students are welcome to print these materials and bring to the training if desired. For other trainings, materials presented during class will be posted for student reference following the training (under the View History link). Any available materials will be available online for thirty days after the completion of the course. Students will be notified by when materials are available for access (not all trainings will have online course materials). The course will focus on controlling your camera manually, long exposure photography, latent print & footwear impression photography, night photography and photography in low/no light conditions (including painting with light), utilizing external flash units and light sources (including off-camera flash and light sources), using alternative lights sources for photography, photographing a variety of chemicals used at crime scenes (including luminol and other reagents), photographing the ballistic path of a forensic laser. This course will also cover a photograph workflow that covers capturing the images, transferring the images to computer, storage of digital images, backup of images, clarification/enhancing images. While the focus of this class is on crime scene photography, the skills learned will translate to any field of photography. TRAININGS Students will need to bring: DSLR camera, tripod, extra batteries and charger, flash unit, flashlight, extra memory cards for their camera, camera & flash user manuals. Students are strongly recommended to bring: remote cable release, laptop computer, memory card reader, macro lens, and a wide angle lens. COURSE PREREQUISITE: A good basic understanding of DSLR photography is a prerequisite for this class, and the Basic Photography for the DSLR Camera class is strongly recommended before taking this course. INSTRUCTOR: Special Agent Michael Katzovitz Katzovitz has more than twenty-four years of law enforcement experience. Katzovitz started his law enforcement career with the Metropolitan Police Department in Washington DC. Part of his career with MPDC was with the Crime Scene Search unit performing complete processing of crime scenes full time. Katzovitz then spent nineteen years with the Lakeville Police Department in Minnesota where he also served on the Crime Scene Unit in addition to serving as a patrol officer, DARE officer, school resource officer, investigator, firearms/use of force instructor, and department armorer. Katzovitz came to the BCA in 2014 where his assignments include crime scene documentation with photography and video, composite drawing, and crime scene mapping and diagramming. Katzovitz has a Law Enforcement Degree from Metropolitan State University and a Master s Degree in Criminal Justice Leadership from Concordia University in St. Paul. Katzovitz has an extensive background in photography, including 35mm, medium format, digital, digital video, alternative light source, low light/long exposure, painting, surveillance, and macro & 1:1 photography. Licensed Police Officers, Police Personnel who process crime scenes, Fire Marshalls, and Fire Department Personnel who process arson scenes. This course will cover: Potential sources of information. Packaging and prices of common street drugs. Packaging and handling of evidence. Forfeitures. Surveillance equipment and other electronic devices. The basics of undercover operations. Search warrant preparation and execution. Court orders. Marijuana grow operations. POST CREDIT HOURS: 24 ENROLLMENT LIMIT: 50 October 27-29, 2015 Moorhead 9:00 a.m. - 5:00 p.m. January 5-7, 2016 Mankato 9:00 a.m. - 5:00 p.m. March 15-17, 2016 BCA Headquarters, St. Paul 9:00 a.m. - 5:00 p.m. REGISTRATION: $375 Breakfast, lunch, refreshments and materials/supplies provided.* Basic Photography for the Digital SLR Camera Students will learn how to use their camera in difficult shooting conditions such as no light, low light and bright light. Flash and macro photography will also be covered. Students will learn how to document evidence for cases such as assaults, death scenes, arson investigations, vehicle crashes, burglaries, etc. Portions of this class may be conducted outside so bring appropriate clothing. TRAININGS This two and a half day hands-on class is for digital SLR camera users only. Required equipment for this class: A digital SLR camera with detachable lenses. A macro lens, or a macro close-up set, are strongly recommended. A detachable flash made for the camera you are bringing (regardless of whether the camera has a pop-up flash). A remote cable release capable of locking the shutter open. The manuals for the camera and flash. A tripod suitable for the weight/size of the camera. At least one flashlight (Streamlight, Stinger, or a larger LED or a combination of large and small lights to use during macro photography and light painting). Spare batteries for your camera (if your camera uses rechargeable Li-Ion batteries, bring a spare and the charger). BCA Crime Scene Team Leaders will provide instruction on scene approach as well as forensic identification, documentation, collection and packaging of physical evidence found at these scenes.
