All Rights Reserved Executive Summary As our nation undergoes comprehensive updating of our infrastructure, this is a good time to review how advances in computer hardware and software can be employed to develop anew the IT platforms that will help the Federal Government to provide advanced new services to our public. Recent efforts around software standards have resulted in more portable and manageable ways to create and share application modules; many of these standards for the first time enjoy broad support even among competing vendors. In the area of hardware, the performance capacity of RAM and network bandwidth enable near-real-time, and in many cases actual real-time, business intelligence based on the propagation, analysis, and visualization of real time events and messages. Federal agencies that have been tasked with updating critical services for the public such as transportation, safety, law enforcement, and many others are encouraged to consider a prominent role for new Web Service standards efforts such as Service Component Architecture, Open Services Gateway architecture, and to consider the advantages that modern high performance message grids and Complex Event processing can offer to Federal oversight agencies. System Requirements - Summarized We hope that this short whitepaper provides an informative baseline, and perhaps some next steps, as the FAA considers new IT projects in the year ahead. Based on our review of several programs including SWIM and the upcoming Segment 2 procurement, we group our understanding of the NEXTGEN system requirements into 3 broad areas: The system software platform must provide maximum throughput : This includes requirements like visibility, insight, responsiveness: !   Provides absolutely the highest throughput & scale-ability needed to meet FAA high consequence command & control environment !   Provides applicable tools that provide predictive BI capabilities - Messages are able to be processed quickly and provide needed insight in timely fashion !   Vendor of the software must provide demonstrated expertise at standing up large scale systems, for example - provide a documented track record for deploying large scale systems, support the implementation effort with extensive knowledge of capacity planning (with necessary  benchmarking case studies) to back it up, plus have experience in similar high consequence environments, for example: Intel Community, DHS, Satellite control, the airlines, and the financial community. !   Provides built-in reliability and guaranteed delivery - fault tolerance around CPU and network conditions !   Provide Admin tools and Consoles with the ability to centrally monitor & manage lots of distributed services The System must provide maximum availability: in other words the system comes out of the box with all the management and control interfaces to maintain the system in operational status:  Document 4   ©2010 TIBCO Software Inc. All Rights Reserved !   Software platform provides out of the box configuration and User interface settings to maintain uptime and SLA contracts, !   Operators can minimize unplanned downtime and minimize planned downtime: Availability should also manageable at very granular level, allowing control over individual services, for example load- balancing, Fault-tolerance, Hot deployment, multiple versions can run in parallel (i.e. retire an older version incrementally), Auto-restoration of an out of thresh-hold SLA back to contracted levels, Elastic capacity and provisioning !   Software platform be data center ready: provide an out of the box, integrated management platform. This means that technologies from various sources, even non-TIBCO, using local best tools for  job , can still be deployed and managed effectively in the software platform. The system must provide maximum agility:  in other words the platform can evolve easily for new challenges and changing requirements, including: !   Uses flexible and widely available skill sets - therefore you can pick best tool for job and it will fit into the platform !   Offers adherence to standards, able to interoperate with and leverage open source as needed. This implies strong support for these key modern standards: SOAP, XML, Service Component Architecture (SCA), Open Services Gateway (OSGI), Java, JEE, and many more !   Offers commonality of deployment and operations processes. In other words, artifact formats that are created in Java, .NET, Ruby, C++ ecosystems should allow operators to use common workflow  processes to create, manage, and update services. This frees development and Security teams to focus on new functions and capabilities versus IT overhead !   Incremental change is supported, you do not have to rely on big bang changes to services !   operators are provided out of the box with non invasive & non disruptive way to add, change, or retire services, are able to hot deploy new services, and support multiple versions of service, so service change does not come at the cost of more downtime !   Employs Service Virtualization - so that new services easy to add without impacting clients; and that Policies for Security, Reliable message contracts, and SLAs, can be applied at deployment or at run-time without hard-coding these contracts into Service Business logic
